Newfoundland, often called "the Rock," is a large island off the east
coast of Canada. The province of Newfoundland also includes Labrador,
an area on the mainland. The province has had astronomically high unemployment
ever since the cod fisheries were shut down in 1992. Overfishing and
climatic change have been blamed for the absence of cod in a part of
the ocean that used to be teeming with them. Brian Tobin, a past premier,
used to be the federal Minister of Fisheries; he was the most prominent
Canadian involved in Canada's seizure of a Spanish fishing trawler in
1995.
